As for what is best depends on your palystyle and other preferences.
Generally, I find Magicka Sorcerer (especially a pet user) and Stamina Sorcerer quite strong and fun for soloable content.
If you can afford it, I would recommend getting the Elsweyr Digital Standard Edition (not the one called "Upgrade", mind you!). Then, if you can afford ESO+, try the DLC's and buy those you want to have during their anniversaries, as they are usually on sale. Sometimes a very generous sale.
Warden and Templar are also great solo classes, i would take Templar before Warden, far better healer if healing is your thing.
In terms of DLC, sometimes you'll get an offer on Steam that includes the base game with the addition of a DLC. For instance, when I bought ESO I received the Morrowind DLC with it
For instance, every skill you see, once it reaches rank 4, can be morphed in to one of two other skills. Typically, they will be Magicka abilities which will then have either a different Magicka morph and a Stamina morph (mostly damaging abilities), or will stay Magicka across both morphs (defensive or utilitarian abilities, like damage shields, CCs, etc.).
So I would read up a little on the classes, decide which one you think sounds best, and go from there. You will have to decide, though, if you want to play either Magicka or Stamina.. that way you know which way you want to take the majority of your skills.
What I mentioned above mostly applies to class-based skills trees. There are also weapon-based skill trees, such as Dual Wield, Two Handed, Destruction Staff, etc.
Anything melee-weapon based are all Stamina abilities, along with their morphs. Destruction and Restoration Staff skill lines are all Magicka-based.
Then you have the Guild skill lines, like Mages's Guild, Fighter's Guild, etc. Those mostly depend on the guild in question; ie: Fighter's Guild is all Stamina stuff, Mage's Guild is all Magicka stuff, etc.
But do keep in mind that even if you're playing Stamina, there might be a Magicka ability or two worth having slotted.. such as the "Inferno" skill for Dragon Knights. It costs Magicka to cast, but the damage it deals actually scales off of your highest stats, whether they are Physical (Weapon Crit, Weapon Damage, Maximum Stamina) or Magicka. (Spell Crit, Spell Damage, Maximum Magicka)
There are a handful of class skills which have been given dynamic scaling like that ability, so keep your eyes peels on the tooltips of those abilities.
But, for solo play, you don't have to focus on min/maxing TOO much; as long as you can kill stuff before it kills you, you're fine. When you start running in to issues it will either be that you've outleveled your equipment, maybe aren't using the right skills for your playstyle (Magicka caster using Stamina skills, etc.), or maybe that you simply don't have enough skills yet.
The only real warning I have is that, early on, no matter what class you pick, you're going to hit a point where you don't have any skill points to get new abilities until you level or collect some Skyshards, and the game can seem frustrating at those points. Just be sure to stay on top of Skyshard collecting, and pounding out the main story quests, as they award skill points as well.
And to answer a possibly future question, there are plenty of skill points to go around, so don't be shy about putting them wherever you want to. Also, I wouldn't worry much about crafting until later on, when you can manage your inventory a little better. Without the Crafting Bag from ESO+, inventory management can be a hassle sometimes if you try to focus on all the crafting lines at once.
