ESO+ includes exactly what it says it does, and nowhere does it say it includes all ingame content. You get all DLC's, as advertised. Never assume what should be included, or what would you consider to be logical to be included. If it is not specifically listed in the description, it is not there. Period.
Go to the Crown Store and check the DLC section there. That is what you get with ESO+.
This means that things like the Imperial Race are not included in ESO+ either.
A chapter like Greymoor becomes a DLC in a year, with the launch of the next chapter. Mind, that some chapters contain new classes (Morrowind and Elsweyr). These are divided into a DLC (the zone) and the class. Only the DLC is added to ESO+.
it's overfue that microsoft bought that company and hopefully cleans up this custumer disguising buisiness model.
Since when is subscription + purchase of dlc a disgusting business model? Do Blizzard and Square Enix know?
Offering a subscription and advertising it to contain al DLCs and then saying new content isn't a DLC, but it will become a dlc in the future, is indecent.
And keeping stash limit low and offering an infinite bag in a subscription is also.
To me if you are saying that they are misleading you somehow that is nonsensical because they want you to buy Greymoor and it is very clear on the page that only available in the crown store is available with ESO+.
