It could be the armot sets you're using, that you assigned your CP differently, different choice of Mundus Stones etc.
Compare your builds to others and see what they're doing differently. If we're talking overall DPS output (and not just light attack) then your skills and rotation also plays a vital role, obviously.
I'm not sure if using Elemental Weapon is registered as its' own damage output, or if it counts as light attack damage, but that's something to keep in mind as well.
But still, there is room for improvement for the stats. Your crit change is low and the weapon damage can also be improved. The actual problem can only be idenfitied from the info section
The idea of the iron atro dummy is that it makes all things equal, everyone has the standard raid buffs and hits pen cap to showcase what they can do with that toon. It is not meant to be a realistic metric though. 26k on a world boss is actually pretty decent.
