Starter homes - bug?

So. I started ESO and ended up starting in Skyrim. However, that isn't where I want to actually start questing. I want to play the game's original main quest, and the expansions, in order.

I mooched around looking for the wayshrine in Solitude, and ended up talking to a few people, completing a mini-quest or two, and getting awarded a room for free at the inn.

Now I'm in Daggerfall and I cannot for the life of me find out how to actually get the player room at the Rosy Lion. Not even for pay - WHO do I talk to, to pay for it? Felande Demarie is not there, not in the inn, not outside it, not anywhere.

Both the ESO Wiki and UESP Wiki say that the room should be available for 3000 gold. I cannot find anybody actually offering it.

Worse still, I can't even furnish the home I have. When I go to one of the local furnishers - or even one of the non-local furnishers - they tell me that I appear to be homeless (although I do in fact have a home, namely the free inn room in Solitude), and the only things they sell are rocks, plants and trees - things suitable for outdoors.

How do I make the furnishers recognise that I have a home to put things in, and how do I make the game allow me to buy one of the other inn rooms in the area I am actually in?

A second bug: I do not appear to have the "Permanent Tenant" achievement although I have the Snowmelt Suite room. How do I obtain this achievement now?

If you pick covenant, the Rosy Lion are free, just finish the quest. The other inn cost 3k. To get Permanent Tenant achievement, just get Rosy Lion, get out, then re-enter the inn.

But. The Rosy Lion is NOT free. The person who is supposed to offer it to me is not there.

I already have a free inn (in Solitude). The person who was supposed to offer me a free inn room was there. I got the room. BUT, how do I get the Rosy Lion inn room NOW?

I don't even know how to pay for it because there is no person to pay!

The Rosy Lion is supposed to be free, if you side with Covenant and finish it through quest. The same rule applies if you side with the inn in Auridon when you side with Dominion, or Ebony Flask at Pact.

The quest is only 1 time, if you finished one, then you need to buy it, in this case is the room you get the one in Solitude. I don't exactly remember how I got the other inn, but to buy a property, you need to preview it, just get in there and you get an option to buy it.

Not sure if bug or not, but once you complete the room quest in West Skyrim, that becomes your one and only freebie home. Everything else you buy by going to the home and pressing F5 to bring up buying options.

This, Or you can search it in the Crown Store and then hit Preview.

I mean, you consider this a bug, I see it as working as intended due to the prior information you've given.

You need to drop 3k on the Rosy Lion to obtain said achievement. Sucks huh? Well, what if I told you that each character has to work on their Horse, 60 Speed 60 Stamina 60 Bags, for a total of 180 days well... roughly 175 days since each training trigger is 20 hours.. I digress.

What if I then told you that you needed to work on all your crafting traits per character and that you need to have each character have 50 on all skill lines and that you need 25 skill points per each so you can make a large sum of money per day.

Does this still sound like a bug?
