Have a look under Grahtwood in your journal and if "The Demon Weapon" is active, abandon it. That's the beginning of the Elsweyr storyline and may be conflicting.
On a more general level, it's a delve from the second zone of your alliance (excluding starter areas), Norvulk Ruins in Stormhaven for DC, Wormroot Depths in Grahtwood for AD and Knife Ear Grotto in Deshaan for EP.
Yes, and that is what causes the conflict. The Demon Weapon is being triggered despite the fact that you don't have Elseweyr because of the duality of the location of the quests.
Whether you have Elseweyr or not is is still worth a few seconds to have a check as it is the simplest fix you'll see today if that's what's gone wrong.
If there are further issues with the quest inside Norvulk Ruins (like Tharn not appearing) then yes The Demon Weapon will be to blame, if started.

The Demon Weapon is the start of the Elsweyr DLC. Although you don't have it, it will be dowloaded on your computer because that's the way ZOS does it. All the DLC is downloaded and unblocked if you buy it. That is why the download takes so long.
The Demon Weapon uses the same location as the first part of The Tharn Speaks which is part of the main quest.
The issue is that sometimes the game bugs and makes the Demon Weapon part of the quests available to you, even when you haven't bought Elseweyr.
When that happens it stops you continuing your main quest until you find it listed on your quest page and abandon it.
If you don't have it on your quest page then this is not what has happened and you can continue on your way.
If it is on your quest page then abandon it and you can carry on with your game.

Nope, The Demon Weapon isn't part of Elsweyr, like at all. It's a free prologue/teaser quest released before the chapter to hype people. Just like Of Knives and Shadows and a handful of others.
That's why you get it without owning the chapter.
Sorry. You're right. But I googled it and this is the issue that a lot of people are having. It was the easiest way to explain it so I over simplified it.
