Why I start playing i Elsweyr but not from the base game? How to change this?

well it depends on what your alliance is..... daggerfall starter zone is stros m'kai Aldmeri dominion starter zone is kenarthi's Roost and Ebonheart starter zone is BleakRock Isle..... Create a new Character and u will start in elsweyr....... go to your map and find your alliance starter zone and teleport there..... u will begin your adventure and when u get to like the second or third zone in u will be at your main quest and factions quests and others areas where the game starts to open up on you now don't get scared when this happens alot of people find this intimidating where they have no direction and truly the RPG opens up on you and you will find your own personal way of doing things...

You always begin in the latest chapter you own. It is confusing, but that is how ZOs likes it.

Complete the tutorial (or skip it), and use a wayshrine (you will appear next to one after the tutorial) to teleport out of Northern Elsweyr.

It is an article about the quest giver of the ESO Main Quest, who will approach you immediately upon your arrival in the starter zone and will give you the Main Quest.

Start at Morrowind, then Summerset, Then Elsewer. It is the best way to experience the story chronologically.
