Do these things ever fire up?

There is always only one active. As soon as one is destroyed, a new one will appear on another position. So waiting on one spot is not recommended..better search for the active one :)

They spawn random,so you never know which one will be up next.I waited once 40 mins at one and it did never spawn.Best is to go to Blackreach if you want to do the daily quest or farm them.

Also Western Skyrim and Blackreach have separate spawns for the Harrowstorms.

Big groups farm them, so they go down fairly quickly. The ones in Blackreach are always saturated, so a bunch of us moved to overland, try and farm them before everyone else go there

I finally got to see on today... 5 seconds left by the time I got there. I got a couple of hits in... Enough for the achievement with no loot. 😕

They are not worth waiting for, as the drops are pretty poor anyhow.
