I do not have this problem on my stamblade khajit (similar setup and passives as magblade) nor on my stamblade woodelf (also similar setup and passives).
And what i really really despize in eso is the incomprehensible/half-@ssed/totally broken system of chance when pickpocketing or forcing open the locks on lockboxes or even on regular chests.
If i had a cent for every time the game tells me i have a 85% chance on forcing a lock or 85% chance on pickpocket and yet both fail multiple times, i would be very very rich indeed. Ugh.
With Blade Of Woe, you do not have to be so close to the npc you are trying to eliminate, but you do need to be behind them or behind and a bit to the side, and when you are further away the BoW prompt will come up and when you activate it, it will do the knife throw animation and kill the npc, instead of stabbing them on the body directly. The most important thing is that you should do this when there are no witnesses around to see the killing.
If Im not mistaken, this feature was present in Fallout 3. If you did too much heinous acts, a group of vigilantes hunted you.
