Question about Necromancer and ESO Plus
So now that Elsweyr is on the DLC list, will I be able to play as a necromancer if I get an ESO Puls membership?

No, ESO+ only gives you access to what is in the DLC section of the crown store, the Necromancer class is in the account upgrades.

You'll have to unlock it seperately. It's on sale for 1,500 Crowns as of now.

Ok, but do I need to buy Elsweyr to get it or can I just outright buy the class for 1500 crows as @Angralus said?

You already get Elsweyr with ESO+. You just have to buy the classes seperately or have to own the related expansions.

You do not need Elsweyr DLC to be able to buy and play a Necromancer. Same with Morrowind DLC and Warden.
