To get your free mount just log into the game between now and November 26. You need to own Morrowind to get the mount. If you don't own Morrowind yet, if you buy it before Nov 26 you will still be able to get the free mount.

I'm guessing it doesn't count if you're an ESO sub?

It doesn't matter whether you sub or not - everyone who owns Morrowind will receive it if they log in. (Morrowind is not included in the ESO+ subscription)

Morrowind isn't a DLC game pack though. It's an "Expansion". At least that's how they justify it.
