That's what I did, purchased all the basic cosmetic collections for the crowns I got from subbing 3 months to eso+
My only gripe is that they didn't separate facial hair from adornments.. or scars from makeup/facepaints.
Yes, there are shrines in the game that allow you to respec your attributes and skills at any point, you just gotta pay with gold (It's not expensive, but if you respec all the time it can be quite expensive). You also get a couple respec scrolls by leveling up, if I recall correctly you get them around level 50.
And for the beards, as someone said before, if you just want to change the beard of your character then you're better of purchasing the adorment pack, if gives you almost all of the beards in the game and you can change them on the fly on any male character you have.
I can't see the adornment pack in the store, just the appearance change one in that section.
It doesn't show up as "beard", I think it's "adorment" or something like that.
