Vampirism scroll not appearing at Vampire Shrine

Hey, so I was able to get the Vampirism Effect from a group of vamps last night, but no quest pops at any of the wayshrines, and no scroll appears at any of the Vampire Alters.

What am I missing here?

by "group of vamps" do you mean players?

First, check to make sure you actually have the vampire disease as an active status effect on your character. Only specific spawns of vamps are able to actually infect you. If you do have it, you need to go to the vampire shrine in the zone for the faction you belong to, as its the only place that the scroll will appear.

No, I mean one of the rare clusters of Vamps that will actually give you the status effect if you let them do their ability on you. Yes, of course it's showing in my active status effects. I've been to all three vampire shrines. The scroll does not spawn on any of them. I'm not the only one complaining about this. I think it might be bugged. How often do the servers undergo maintenance?
