You play stamina or magicka?

And for solo play "best" stuff doesn't really matter.

Magicka. And by “best” i mean the most suitable weapon for my skills and such.

Magicka? Destruction Staff, then.

Im using it actually but its not as strong as it should be. Maybe its level too low or sth I only use weapons that i gained from quests

Weapons stop sclaing at cp160. If your staff is cp160, the only thing you can do is make it legendary and put a legendary glyph on it.
After that it's not about the weapon type itself but the set.
A proper build is usually comprised of 2 five-piece sets and a monster set (helm+shoulder).
So if you feel you don't do enough damage, it might just be you don't have the proper build and have to farm, buy or craft a complete new set of equipment.

Are you using sets, all CP 160? Are you using a CP 160 golden staff with a CP 160 golden glyph? Are all your 64 Atribute points in Magicka? Are you using the proper Boon (the Birth Stone) for your build? It may not be necessary for all builds, but do you have the Inner Light slotted?

Thank you for detailed info :) i didnt know that. I guess I have to check my sets it may be because of that. How do I buy more powerful sets in game? My crafting skills wont be enough for armors and weapons. Mines are mostly alchemy and provi. Normal merchants dont sell those things.

you can buy overworld set, just look it up on guild vendor or for easier way search it up on Tamriel Trade Center website, as for dungeon/trial set, you need to run it with party to get it, the other way is crafting set, just ask your guildies to craft it, most will help you

I've solo'd all world bosses and dolmens with Torug's Pact
( craftable ) shock staff and absorb health glyph. That's with a high DPS VampSorc, using AOE/DOT/SPLASH damage.
