how to start Dark brotherhood DLC?

Go to the Gold Coast.

Or go into an outlaws refuge (any) and talk to the npc there.

This. There will be 2 NPC with quests. One leads to Golden Coast (Dark Brotherhood) other one to heist and Hew's Bane (Thieves Guild).

There is usually a girl hanging out around near by the docks and talks a lot of crazy to you. Best bet, go to the gold coast and chect there at the docks. Since it's there the dark brotherhood wants you to initiate your first victim.

How is that the "best bet"?

Literally every single Outlaw Refuge has the NPC inside waiting for you to accept the quest. She's usually fishing.
