Cant find last mages guild quest

I completed the ravenous rodent and was waiting for that spirit to appear to give the mad god's bargain quest but he didn't show up. I've been to every mages guild to find anything but nothing worked. can anyone help?

All Guild quests (not sure if it also includes TG and DB) have a rank requirement. If you rank in the skill line is "too low", the quest won't pop up. For the last Mages Guild quest, you need to be Rank 5 in Mages Guild skill line.

this has happened to me a few times, the quest was supposed to bring up someone to talk to or an object to pick up that didn't apear after compleaing the other steps- most of the time this seems to be a glitch, and I log out of the game and then logged back in and the final step to the quest would be there- so you probably need to go back to where you did the origianl quest and check it out
