So while it's not intended for only two people, it's definitely possible for some of them!
Anything soloable can be done in a pair. Some things that are not soloable can only be done in at least a pair.
Overland - quests (apart from some strictly solo locked instances), World Bosses, Delves, Public Dungeons, some Group Dungeons too. As Leeux said - Craglorn is hard to solo, but in a pair, it could be an enjoyable, yet challenging experience.
It would help if you both have some healing skills to support one another, and some damage dealing skills.
