you can only get the spectral indrik from the jester event?

i couldn't get enough tickets to get the spectral indrik from the jester event, so i thought i'd be able to get enough from the anniversary event, so does that mean i have to wait until next year to get the spectral indrik?

The jester event was the fourth one for the spectral indrik, there were three other events before that.

The update was too big for my connection, right after i got the update there was an error with my game resulting in me having to spend 100 hours fixing my game, i wasn't playing the game when those events were going because i could not log in

People max out the amount of tickets they can have from previous events, so they can get a jump on the collectibles when the next event begins. Or if you get lazy you could buy more tickets from the crown store.

We don't know. I believe they sold all of the 2019 berries at the end of last year (new life event), so there's a fair chance you will be able to complete it end of this year. But zenimax hasn't said anything about that, so who knows.

Even if you had 12 tickets saved, assuming max you could get was 24 means 24+12 still not enough for 40 needed to get all berries also assuiming you had basic indrik before that.

During the Jester's Event that might be true, but during the 2020 Jubiliee Event you can earn up to 65 I believe.

In the 2019 Jubilee Event that was 72 tickets.

Yes but like I said it was never intended for people to get the four berries in a single event, we had 3 other events before that for the spectral indrik. Just like any other indrik since they've introduced event tickets, they begin with an event with the first berry, then two on the second event, then three and then all four.
So unless you missed 3 events you should have enough tickets. I skipped Midyear Mayhem entirely and still had enough tickets to get all four spectral berries and a feather by the end of the jester event, plus the pet.

It's a bit different this quarter since they've put two berries in the jubilee event but it seems like we'll have less events this time.

They put all the berries from previous Indriks on the store during the New Life Festival 2019, so presumably, there will be another event in the future where either the berries for the indriks released since then or all berries for all previous indriks will become available. They have said on several occasions that they will give ppl opportunites to get the berries for indriks the may have missed, so your chances are very good.
