unless it specifically states DLCs are included, like how some packs include the guilds and glory DLCs, you have to purchase the DLC seperately. You can get access to all DLCs by being an ESO+ subscriber, and additionally, you can buy the DLCs by paying orher players a set amount of gold per crown and them gifting you the DLC - crown trading.
