Does Hidden Blade require equipped dual weapons?

Hidden Blade is a dual weapon skill. "You draw a hidden blade from your sleeve(...)". Does it require dual weapons equipped, or is it more like Silver Bolts where the skill provides the weapon? Can I use Hidden Blade on a bar that has a bow equipped?

All Weapon abilities are bound to certain weapons. If its Dual Wield skill, you can only use it with dual wield weapons. Any dual wield, even two maces, even mace and axe, doesnt matter.
All non-weapon abilities (like Silver Bolts which is Guild ability) give zero ♥♥♥♥♥ about weapon equiped. Even if it's Killer's Blade (NB execution), you dont need any blades equiped.

All class skills can be used with any weapon. All Fighter's guild, Mage's guild, Undaunted, Vampire, and Werewolf skills can be used with any weapon. The soul skill can be used with any weapon.

All weapon skills must me used with the weapon the skill tree is on.
