I bought the gold edition 2-3 month before activated on my old Beta account. Ingame got the dlcs and crown too... PS: If you have problem with steam + crown contact support because there "was" a problem like this in the past.
Official story which not include steam (launcher version) dont have this problem.

No, the thing is I don't even know where to get my code. The crown pack did not show at ESO as DLC in the details. So I don't know where can I get the key. Also when I check on browser for buying history, it stated there the crown pack is "not in my library".

The only time I bought crowns on steam, I had no code whatsoever, It just appeared in game. Are you logged in?

Check your account and purchase history. When I bought some crowns a few days ago, steam needed to get a confirmation or something, it was fixed recently and my purchases are working fine now.
