Find a good social guild. Seriously. It will make your life so much more enjoyable and easier. You can be in up to 5 player guilds at once (membership is per account per platform per server - such as PC EU part of your account).
If you are on PC, do consider using legal add-ons. This is the most used website:

As for changing your skills, open the Skills tab (press K), and then just drag the icons of the skills you know (you have put a skill point in, except for Soul Trap which is known by default) to your skill bar below. At level 15, you will activate a second skill bar, together with another weapon slots set, allowing you to use two sets of skills. You can then simply swap the skill bars (and weapons used) by a single button.
As for changing Atributes, you need ot go to a special shrine and pay some gold. One advice - unless you know EXACTLY what are you doing, do not go hybrid, they generally do not work in ESO at all. Just choose Magicka or Stamina. If you choose Magicka, only use staves, not bows or melee weapons. Otherwise, you will be very ineffective and won't do much damage.
