I have not been there yet.
♥♥♥♥ the community and bethesda for allowing it. If there was proof of why the game went f2p its those killing it from the inside.
They are literally stood in the way, waiting only going after low levels inside the city. This is why i cant get anyone to come back to this great game, the ♥♥♥♥ bags in it.
Its now a waste of a great area. Its only fun if you are at least on a chance Vs others, theres guys with year+ leveling in there, how do new ppl counter that? They cant. Well done One Tamriel.
Rant over, back to trying to get more newbies to try out the pvp content in vain.

There are a few ways to do it, some more favourable than others.
One option would be to 'normalise' player stats whilst in the Imperial City, so everyone has the same ranks, HP, Stamina, Magicka and damage output for their class, so the only unique part about them would be their action bar loadout. This obviously wouldn't be a good fix as it'd defeat the purpose of the other 99% of the game. Gear grinding, skill grinding/morphing would all go to waste because of the fixed statistics, but then it would come down purely to skill or group composition, or whoever can zerg the most.
Second option would be to seperate the city into 4 quarters, low, medium-low, medium-high and high, and it would seperate players according to their stats/skills/gear etc., so you can only be in an area relevant to your characters strength, and attempting to move into a lower area would either kick you back into your area, kill your character or heavily debuff you so anyone could 1-shot you. Again, not a great method as it would thin out the players, but it would incite more fair play and ease newer players into PvP before the ganking begins.
Third option, the players themselves could work on getting rid of the gankers and protecting the newbies so that they can get a chance to get into PvP, guarding the city against such toxic players so that it can be there for people to have fun PvP, rather than one-sided steamrolling. This option would take a lot of work from the community itself to accomplish, but is the one most likely to solve the issue if enough players had the conviction to keep it up. It could also be considered the only 'true' option, since Elder Scrolls games are all about open sandbox where you make your own adventures, and having players retaking the city from the evil tyranny of a bunch of other players fits right in with that.
