It's a good starter set, don't get me wrong, but you can replace it with easier-to-obtain items.
The current go-to sets for most Stamina builds are:
Head/Shoulder: Velidreth or Stormfist (Kra'gh is still pretty good, too)
Other armor slots: Hunding's Rage (crafted)
Weapon(s)/Accessories: Briarheart
Bow: Maelstrom/whatever
This is assuming something else isn't simming higher now that the two new dungeons are out, as one of them contains a set similar to a raid set which I imagined would replace Hunding's or Briarheart.. but folks may not have enough pieces of it to test yet.
For PvP, unless you intend to run a gank build, as a Khajiit, and basically die instantly, medium armor as a whole is typically ignored due to lack of defense. Most people use sets like 7th Legion, Impenetrable on every slot, and may or may not use a heavy version of a DPS Monster set (you can actually get pretty creative with your Monster set in PvP).
To be blunt, heavy armor is broken (OP) for PvP and I doubt it will be fixed. While medium armor is possible to be effective.. you will just take too much damage to survive, even in a 1v1 situation against another DPS using heavy armor.
They may not deal as much damage as you, but they're taking FAR less than you; especially if you're running CP-enabled campaigns and they have CPs assigned specifically with PvP in mind.
