Concerning Elemental Drain
So a while ago when I was healing I encountered a tank who was screaming at me to use Elemental Drain on the bosses, and since I didn't have the skill he was demanding that I be kicked. Since then I've just always run it. For those who don't know what it does, it applies Major Breach to my target, lowering their Spell resist by 5280, and applying Minor Magickasteal, which restores 300 HP per second to attackers. It's pretty much required for solo content but as far as group play, my question is... How necessary is it as a healer???

Let me rephrase... So I thought the Meta for tanks in group play was to run the Sword and Shield skill Pierce Armor, which applies Major Breach AND Major Fracture. I have never played as a magicka based DPS however so I don't know what they do, though I have seen some DPS use Elemental Drain also, which makes my skill redundant.

So this leads me to... Did the meta change and I wasn't aware? Do tanks not run Pierce Armor at all times now? I understand it makes sense to have the healer cast a free ability to apply Breach, and the magicka gains are also nice, but then is the tank relying on the stam DPS to apply Fracture too, or are they still applying it themselves just using the opposite morph?

I feel like the healer's job is to buff and heal, and the tanks job is to protect and debuff. It just feels weird sometimes when I'm spam healing during certain boss mechanics to have to debuff the boss every 15 seconds or so, when I could be using that time to apply a buff to myself or the team and let the tank debuff the boss since he's already doing that... I'd much rather put a different ability on my bar that lets me do more AoE damage or gives me a passive (like the Structured Entropy Mages Guild skill for more magicka sustain and more tankiness, plus it lets me not have to run Pots for Major Sorcery buff).

TLDR; Is it the healer's role to apply Major Breach to the boss or did I just have an angry tank who didn't run the right morphs for random dungeons? Or is it more for the Magickasteal that people expect healers to run it, though I was running Energy Orbs and no one should have had resource issues anyways...

Your tank just sucked....

He was probably looking for the magic steal because his build required it. But it's not your job to account for other people's build deficiencies. Besides Debuffs are a DPS/Tank thing. Your job as a healer isn't to attack... it's to heal. If you're being asked to target enemies outside of a final DPS burn down... someone else isn't doing their job.

In this case it was clearly your loud mouthed tank. Next time it happens initiate a vote kick on them. Because if they were actually good at what they did, they would have prepped the group ahead of time instead of QQ-ing after or during the fact.

He was assuming things like an idiot.
and we all know what that it means to assume.
