- And some useless items that you will deconstruct or sell anyways
What levels should i be at different zones?
The difficulty is the same in all zones for all levels. It might be harder though if you didn't upgrade your gear and if you didn't spend skill points in passive abilities for your class, weapon, armor and racial skill lines.
Also a self heal ability is good to have if you're soloing. All classes have some kind of self heal ability. Nightblades don't have as many good options for self healing as other classes though. You could use vigor from the allliance war skill lines for all stamina characters though. And if you're having a tough time, you can use a restoration staff on your second weapon bar (but you will only unlock weapon swapping at15)

You might have pulled a big group of zombies, and at a lower level without many (or any?) AoE skills, it makes sense that groups would be a problem for you.
There are no level restrictions anymore, just skill restrictions since you're a lower level.
I would suggest moving through your faction's zones first, then picking up Cadwell's Silver and then Gold quests and moving on through the other two factions' zones.
Alternatively, if you reaaaally don't like the terrain of certain areas (I dislike Deserts, for example, so I wan't too fond of Alikir), find a pretty place to quest. The Aldmeri Dominion storyline is mostly in forests, plains, and other green areas.
