Crating is better post-160, motifs are purely cosmetic and don't factor into this question. Some people just like to use the motifs instead of costumes, I prefer costumes.

Dropped sets seem better because you get them more than you craft as you progress. Armor caps at 160 so until then crafting is useless other than the XP. After 160 is when you dedicate to crafting and building your set.
For the motifs themselves, again, they're just cosmetic. You're blending motifs and crafting into the same question when they're separate abstract things. Separate them and evaluate it again, your question is asking if there's a point to crafting, yet you used the term motifs, which have nothing to do with what you want to know.
Dropped sets aren't typically better if you have max crafting.
It is just the time that it takes to achieve that level of crafting to craft your trait specifics.
Motifs are found in dungeon/pve/crownstore and just cosmetic, they do not effect stats at all.
People collect motifs however to mix and match and do different set styles.
You can craft and wear anything as long as the gear is your level.
He was referring to 160 because if you are spending money to upgrade said equipment it is wasteful.
You would have to create another set at 160 to have capped gear.
That however was more of a tip to aid in the future.
Also: Grand Master Crafter title (True Style Master requires 50 complete styles).
In some instances, though, crafted sets are better than Trial sets.. for instance, in Veteran Maelstrom Arena, walking in with the BiS Stamina set, Perfect Arms of Relequen, isn't going to do you much good because the 5-piece bonus for that set is a DoT.. and for vMA, burst and sustain is what matters.
There are much, much better sets for that, such as Vicious Ophidian paired with Hunding's Rage (crafted).
Anyway, that said: Motifs.
Motifs allow you to do two things:
1. Craft any gear you like in that style.
2. Allow you to use an Outfit Station to turn the appearance of your currently-equipped items in to that style.
So, whether you're wearing crafted stuff, or raid stuff, as long as you have a particular motif collected, you can change the appearance of said equipment, including weapons.
Nevertheless, if you craft a set fitting your race, class and role, with your chosen traits, at the proper level, it can be much better than random drops, besides, you don't spend half a year farming that set in a single dungeon.
Certain sets can be crafted at special crafting stations scattered all around Tamriel and beyond. You can also buy special "attunable" crafting stations to copy such set crafting stations and place them in your houses. Many guilds have access to a house with many such set crafting stations, some even have them all.
Motifs only allow your crafted gear to be in a certain cosmetic style. All your crafted weapons and armour will require you to select a style.
If you like a set, crafted or dropped, but don't like the style, motifs learnt allow you to change the looks of the weapons and armour at an Outfit station. It will cost you gold to do so, though.
