You can level up as a dps, and while doing that you put some heal skills in your bar to level them up. And when you go in normal dungeons you just put all your heal skills in the bar.
In any case, you can only make a proper fps, tank or heal build once you're cp 160, because stuff matters and you can't have proper gear while the scaling is still active.
And don't worry, whatever dps playstyle you think you're going to learn while leveling, I can assure you, it's not going to be how real dps to their rotations, because weaving takes a lot of practice with a build to reach proper dps for veteran content.
I would also do what the guy above says. The gear cap is cp 160, anything below is for research, using on another character (training traits) or material. Its only once CP starts becoming difficult to increase like 600-700 where you shouldn't worry anymore. 300 is about the point where you should feel CP being a significant amount.
