You need DLCs and expansions to access several regions of the game.
Orsinium DLC : Wrothgar (the land between skyrim and highrock, where orcs live),
Imperial City DLC : the imperial city and its sewers,
Thieves guild DLC : Hew's bane (the peninsula south of hammerfell),
Dark brotherhood DLC : the gold coast (anvil and kvatch region of cyrodill),
Clockwork city DLC : the clockwork city (the same from TES3),
Murkmire : murkmire (south part of blackmarsh, land of argonians),
Summerset : Summerset isle (the big island south west of tamriel, country of the high elves),
Morrowind : Vvardenfell from TES 3.
Mind you, only wrothgar, vvardenfell, summerset and imperial city are big regions. All others are just small maps with addtional content.
