I am from Australia and although yes there is a 300 ping difference this doesn't bother/affect me at all, including PvP and PvE. It all comes down to your home setup.
I'd say PvP and PvE are equally as big in ESO. Obviously all the action is towards early on in the morning/day for us Aussies as that is when all the Americans are up and playing.
I'm in queensland sitting on 370 ping constant, cleared most end game pve content, no problem.
pvp is different, eso server itself lags, during weekends, in cyrodil(pvp zone) you will experience lag, I personally don't enjoy pvp all that much, but it is playable.
there are no aus/nz servers.
overall the ping doesn't really matter.
what does matter is your internet, how many people are on it at the same time.
90% of my lag in eso is caused by slow aussie internet , nbn or adsl don't make a difference
No there isn't. There is only a NA and EU megaserver
The way it messes it up your game would be the delay, there are periods where the character animations are out of sync and clicking rapidly will cause you to charge an attack, not fully. Not the only issue, as casting abilities have a chance to lock up, making you guess if it's casted or not casted, it gets higher the more ping you have while the game has an innate delay through animations.
The lock can be banaided by using an addon that shows if it's been casted or not, not sure which one it was but it'll still have some issues for how bad the lag can get.
Ping and server lag are combined in both PvE and PvP, it's more noticeable in PvP while PvE only comes from bugs where it causes frames to drop, freeze and very rare cases, kick you out of the game.

You will be at a constant disadvantage in PvP but in PvE as long as you are not trying to "carry" your group it will be fine.
TL;DR: PvE doesn't really matter unless its a Vet dungeon, etc or you are trying to carry. In PvP you are pretty much a potato and should not attempt to play hard rotation builds.
