How to find werewolves?
So, I've been trying to find a werewolf in the rift- Using maps like these: http://i.imgur.com/YZGUmY5.jpg, https://i.pinimg.com/originals/48/5b/54/485b545652fd3e900e6e1e0c72dee993.jpg, and http://orig00.deviantart.net/b45c/f/2015/169/9/a/untitled_1_by_leono9000-d8xrdxe.jpg

I've visited multiple of these supposed spawn locations during the night, but have not seen a single werewolf. Has ESO changed the spawn stuff over the years? Does the full moon really matter? I've seen people say that it does and that it doesn't. Do they spawn very rarely when you visit the locations? no idea. Looking for help on clearing this stuff up.

They spawn at night, you don't needa full moon. About the spawn points, when the spawn reset happens, each location can have 3 differents states, either pop a werewolf, a vampire or nothing.
So you need to do every point (don't forget to check reaper's march and bangkorai too, to maximize chances).
Then there is the issue of killing. Some people kill them making it difficult to get bitten.

killing the werewolfs is bad for game, let werewolfs kill you, you will get scratched

If you're looking to become a werewolf, you have way better chances of doing so by asking for a bite from another player, you can only get bitten at Werewolf / Hircine shrines though. There are shrines in Bangkorai, Reaper's March, and The Rift. It's much more reliable than hoping for a werewolf to spawn in at night.
it is also easier to find a guildmate to bite you

Just ask someone to bite you. It is way easier
Just go to Bangkorai or something and call someone to bite you, most of them are generous to give you a free bite, ignore the one that ask for gold
