Random icons stuck in the middle of my screen

hello, i returned to ESO after a while and redownloaded the addons i used with new additions. but once i got into the game and after all the settings alterations i am still stuck with icons i dont recognise in the middle of my screen.
they are account wide, so i see them with every char' i use.

Have you tried to repair the game, its a good start. It looks like skill or passive icons. Am I right?
If you haven't played in a while, it could be a simple bug
If not try unabling addons one by one or the newer ones
