Report a translation problem
I personally liked till yet the Clockwork City DLC.
There u will meet Sotha Sil and his creation as a self called god.
But assuming you're not interested in paying for a subscription, and depending on your tastes, these are my recommendations:
Story DLCs:
- Summerset (the trial from this DLC also gives you some pretty good sets that are extremely good for endgame builds. Also gives you the Psijic Skill Line which can be pretty useful!)
- Orsinium (great story, sort of functions as an "introduction" to the events of Morrowind and Summerset - also offers a lot of unlockable cosmetics!)
- Dark Brotherhood/Thieves Guild (introduces two new skill lines which are a must-have if you want to be a criminal character)
- Clockwork City (tied to the events of Morrowind, very interesting to play if you care about story!)
- Murkmire (it had a decent story, but nothing memorable. Offers a lot of insight to Argonian culture though!)
- Dragonhold (I would only recommend getting Dragonhold if you've played the Elsweyr Chapter first)
Dungeon DLCs:
- Imperial City (recommended if you wanna make a meta Werewolf build (for one of the monster helmets). The dungeons are interesting and challenging the first time around, after that they're not really as fun to run anymore)
- Shadows of The Hist (offers some pretty powerful monster helmets, but not really meta. These dungeons are challenging and personally I thought these were harder than Imperial City. Purely design-wise it doesn't really feel new or unique from what the base game offers.)
- Horns of The Reach (very fun dungeons with an interesting design and fun and challenging bosses. Monster helmets aren't the best, but not really that bad either)
- Dragon Bones (very challenging, interesting level design. Also serves as a fan-service for the lore-geeks out there, by making the last boss of one of the dungeons wield a well-known Daedric Artifact from TES V. Scalecaller offers the best monster helmet to use if you're a magicka DPS.)
- Wolfhunter (design-wise the dungeon is alright, but the Werewolf-themed enemies and hunt-themed progression is very fun to experience. Also good to have if you're making a meta Werewolf build)
- Wrathstone (cool introduction to dragons etc. I'd only recommend getting this one if you want a sort of "prologue" to the Elsweyr-prologue with Abnur Tharn)
- Scalebreaker (challenging, but design-wise they feel kinda washed up since they're recycling the dragon theme)
- Harrowstorm (haven't tried it myself yet, but from what I've seen it's challenging and a nice change of pace after the whole "dragon-mania" that's been going on. Would recommend to try these out if you plan on getting Greymoor)
Chapters:
So ESO differentiates between DLCs and Chapters, where Chapters are considered to be major content releases.
- Elsweyr (story-wise it's very good, certain things make more sense if you play this after completing the main story. The region itself is a decent size and offers many things to do, such as dragon hunts)
- Greymoor (I would recommend getting this if you get ESO+ and have money to spare, but otherwise I suggest you save your money for now and take some time to catch up on the content of previous releases.)

Go to the ESO website and see if they are doing a bundle on sale. Quite often they'll do all the old chapters and the base game for a really cheap price. You buy the base game again but it's still cheaper. You need to do it via ESO because if you try via steam it won't let you do it because it doesn't click you've only got the base game. You can get a bundle without Elsweyr dirt cheap that will give you plenty of content to be going on with.
