I have never run out of things to do in ESO and I tend to wait until the newest chapter becomes a dlc or goes on a substantial sale before I indulge myself. This means that I haven't got the newest area to run around in but I haven't missed it much.
On the other side of the coin you know that initially, everyone will be rushing around Skyrim so if you need to be there while its happening then I don't think Elsweyr will make any difference to your enjoyment of Graymoor.
From reading previous threads I don't think the benefit gained from access to new weapons or armour will give anyone a huge advantage if they don't buy it. And most chapters are stand alone so, again, you won't be at a disadvantage if you don't have Elsweyr. You will be able to go anywhere necessary to complete the chapter.
As for the topic, doesn't matter what level you are. Each time they release a chapter they have a new tutorial for new players to start there anyway, chapters are designed so veterans and new players have mostly the same experience (veterans still have more skills available and CP passives but it's not that big of a difference for overland PvE).
ESO is sort of a jack of all trades. Most of the expansions/chapters add new stories and sometimes introduce new characters you can play. That suits PvE. PvP tends to be a separate thing and you do need to keep your eye on passives, skills and gear to stay on top. But basically, its fun first and foremost. If you're looking for a driving religious experience that validates your worth as a human being then you've got the wrong game XD.
this message kan be googled if anyone else is curious. I know he understand this.
Takk for info :)
