What are the best options for a crafted TANK armor set for PVE?

I'm a dragonknight and i'd like to craft my own tanky set for pve because i don't really like grinding and got lots of crafting materials to do so.

Btw i got Imperial city, Morrowind, Elsweyr and about to buy summerset dlc, so i hope the crafting spots you're going to suggest me are located there if not in the base game map.

I've been suggested fortified brass before but people were arguing about the fact there's something better, aside from the fact i don't have clockwork city dlc.

Fortified Brass with Torug's Pact seems popular right now (on alcast - who is a lord of PvE) - and i usually use Jewelry from Dolmens when just starting new toons. It's easy to acquire, and Way cheaper than crafting jewelry

Sets will also depend on the content you do (basegame dungeons and trials, veteran dlc dungeons and trials) and your skill level. Torug won't be that useful in 4-man dungeons. Only in trials.

As for the crafting stations, some very kind people have houses with all crafting stations that anyone can visit and use. Type the following in your zone chat,

I decided to opt for fortified brass+twice born star sets, with a mix of divines and nirnhoned traits.
Might not be the best combination, but it's better than nothing and i think it's gonna work more than fine with my game style and skills.
Oh and the mundus stones i've chosen are The lord and The steed.
