Faction Capitols/DLC areas now.

Summerset is the most active because elistist ♥♥♥♥♥ want to sell their stuff over there rather than give the normal poor people a chance to get it.

Yeah, Faction zone main cities. Like Daggerfall and Weyrest for the Covenent for example or Devons Watch and Mournhold for the Pact. Pretty much any faction city that has five or more traders.

These two are some of the oldest and biggest trade guilds (and most expensive locations I saw in a chat.):

Belkarth, Craglorn (7 traders)
Rawl'kha, Reaper's March (5 traders?)

Check these 2 first.

Next are the main cities (6 traders?):

Eldenroot
Mournhold
Wayrest

I like Mournhold best because the shrine is real close and it's an easy circle to check each trader.

After that it's really just a matter of convenience if you are shopping.
