For B, you can form a party with anyone, no matter what alliance they are part of. So a memeber of the pact can party up with member from the dominion/convenant. Same goes for guilds. The only time you would not be able to party up with them is if you all did the massive PVP mode, Alliance War, as you will be fighting for your alliance. But for the other PVP mode, battlegrounds, you can party up with them.
Also, an update from 2016 removed the borders from all alliances, so you can quest up anywhere you like. Makes it easier for friends to game up and party.
If any of you also bought Summerset, that chapter overrides Morrowind and becomes the starter zone. You cannot switch starter zones, unfortunately, however, you can teleport to your guildmates, as long as you have access to the zone they are in.
Yes, I would love such choice. I didn't like the Summerset tutorial much, especially compared to the Morrowind one.
Also when you have morrowind or summerset, the coldhabour tutorial becomes the first part of the main quest, so it's not skippable anymore.
