Have they made the Shivering Isles a region yet?
I loved the Shivering Isles in oblivion but when I played this when it first came out you could only visit small parts of the Shivering Isles. Have they made it into an actual area yet?

If I remember correctly, there is a part of the mages guild that leads you there, and then you can travel there by portal when you want. But I'm not quite sure anymore. I only did the mages guild story line once, and that was a LONG time ago.

Only time you can go to the Isles is during the Mages Guild story line and thats it.

Oh my bad. Though there was a portal after the quest.

That portal leads to Eyevea, a remote island that Shalidor used as a base of operations, who later lost it to Sheogorath. While Sheogorath did have control over it for a while, it is not part of the Shivering Isles.

I would come back to this game if they added the Shivering Isles.

The game is fun even if you could not go to it. The only realm that you can visit/quest is Coldharbour, Molag Bal's world even after you beaten the main story.
