Next points were the sets, sets make player very powefull. Then the skill, the passive makes you really strong, not only from your class/weapon but also from guild skill (see warrior guild for stamina users).
Next point buffs from food/drinks + buffs from the skills.
Then how fast can you use your skills and how long (sustainability of your chosen skills) can you fight. The rotation of you skills, are you used to them (best train on a dummy target)
The most of the guides were for late game, when your allready have 600+ CP.
I try to keep all my gear's level colse to the character's, but it's just a mixture of different set parts.
2. Get Sets that actually work together (Lookout for Guides - Fengrush/Alcast etc.)
3. Practice and optimize your rotation.
That's what you should do for your Damage output. Survivability basically comes with you, learning your rotation better.

There are cheaters, and it will not change because there always will be a way, especially when it comes to detecting scripts etc.
"1 out of 4" is just an extreme exaggeration without any foundation. People tend to call out better players so damn fast, it's crazy.
But back to the point: I kind of fixed that.
With sustain. Sustain is apparently king it this game. I hugely upgraded my resource pool and also my resource gain and each encounter I spam my abilities like a madman. Once you have enough sustain, you can chain pull 4-5 groups and annihilate them using all your abilities.
Before doing my sustain upgrade, I could kill a mob with 60-80% of my resources if I wanted him dead ASAP. Not it is 15-20%. I have so many resources that I barely do any more light or heavy attacks.
You felt weaker, because you really became weaker.
Until hitting Max. Level, your Stats will be boosted. And this boost becomes weaker with your level getting higher / gear etc.
You could just get sets on your current level
Well, you actually can increase your direct damage, even if you don't have CP bonuses that do that yet.
Get two full (5/5) gear sets that boost your damage and that boost your main atribute (Magicka or Stamina). Enchant the gear with runes that boost your damage or your main atribute.
Furtermore, only spend your atribute points in one atribute (Magicka, Stamina) and level your character up as DD, it will make your life much easier.
What I do for my alts is crafting a full armour and weapon + necklace loadout for every 10 levels for them, with all weapons and armour pieces being of the blue quality and having the Training trait. This allows me to wear two full 5 pieces sets and two rings (either a two pieces set or some dropped set with some bonus for 2´/5 items that I like). Using an XP scroll then makes me swallow levels like crazy.
Having CP from my main helps a lot too, but that is not an option for player on their first character, naturally.
I originally went for maximum sustain for my Stamina DD, however, I was advised by guildies to rather boost my maximum Stamina and damage, because I won't need so much sustain if everything dies sooner. It works for me.
