Does the last argonian passive apply twice for self heals?

If you heal yourself, isnt that healing done and recieved? would that make self heals do 10% more healing?

That is correct.

It also stacks, so let's say you are a DK and you use Obsidian Shield or its morphs, that will give you major mending.

You can then heal yourself using Dragon Blood or its morphs, and increase the healing done to yourself.
