Vivec City should be reworked
Currently it's hardly the iconic city from the Elder Scrolls game that it should be - it's just a few crafting stations and other services placed NEXT TO the iconic city that we know from the Elder Scrolls games. Who designed this "city"?
"Yeah, let's work on making a beautiful city, but let's put the services players will use 99% of the times OUTSIDE this city that we worked on so hard so they have almost no reason to ever go into the city! That's genius design!"
The missing districts should be built. Crafting stations should be in the foreigner's district or whatever it was called. Arena district would be nice for duels. Or it should be like the Kvatch arena. Why is one of the most iconic cities in the Elder Scrolls games so lazily designed?

Because it takes place when in lore there's supposed to be no outsider settlements, and only temple owned settlements. Even settlements like seyda neen shouldn't exist (the Devs wanted it in the game to bring the feel of the original morrowind experience because it was the first town in that game). Eso just sort of patched in this time period in the second era.

Vvardenfell doesn't allow any great house in to settle or outsiders into the land until like 20 years before morrowind took place (which is several hundred years after eso) Pretty much every settlement besides vivec gets built in that 20 year time period.

Vivec is under construction in eso to try and fit with lore at least a little bit. It already doesn't make sense for there to be outlanders allowed in or that they have shops open up to outsiders, or allow in other great houses besides indoril etc, anything else they do will just make even less sense.
