how to make my tank to be 60k health?
i feel it's very hard....because my health is 15000~2xxxx

you want about 30k or 35k health as a tank with really high defense I think. I'm not sure, cuz I absolutely hate the way tanking works in ESO, and dont. but most of the tanks I know have 30 to 40k hp range. 60k is overdoing it you dont need that with perma block and high defenses.

I have just over 40k, 64 points into health, health enchant on all armour and max health food.

64 points into health then use set plague doctor + green pact , monster helmet and shoulder for 1k extra health bonus easily you'll be sitting at around 70k+ health with all undaunted passives.
