If you want to control your luck a little, public dungeon bosses (of malabal tor) always drop a set piece and it's always either shoulder, gloves or weapons. World bosses can also drop set weapons but it a little more difficult to farm.

Yep, but good luck getting a Fire Drop. Expect a long time farming unless you get lucky. There is a reason they are so expensive in stores.
