Dark Brotherhood - How to kill untargetable NPC?
Just received a killing spree contract to eliminate 3 citizens in Rivenspire.

Went there, cannot attack anything at all. With Advanced UI enabled, all NPCs had a green health bar except for guards patrolling around. When I snaeked behind these untargetable NPCs, I could not do a vamparic feed, nor I could use my blade of woe to kill. FYI, there was no option for pickpockets neither.

I tried simply pull out my bow and shot at them, nothing happened. I just could not target them.

Does anyone know what is going on here?

Go to settings, gameplay, and see if you have "allow attacking innocents" enabled, or something like that.
If you have it disabled, the game won't allow you to target npcs.

On a related note, does disabling that stop people from forcing you into PvP? There have been a few times where high level players approached me in the newb zones and tried challenging me to a duel. When I rejected the duel they would repeatedly try and get between me and whatever mobs I was fighting PvE, like they were trying to get me to accidentally hit them (I have "allow attacking innocents" turned off).

Do I have to specifically turn on PvP or would they be able to trick me into PvP if that was turned back on?

You can not hit other players unless you accepted their PvP Request.

Nah, atttack innocents wont let you accidentally fight annother player, you can only do that through PVP conttent like cyrodiil or the battlegrounds or by using the invite to a duel thing.
Prevent attackinng innocents is only useful to avoid accidentally attacking a guard or other NPC while fighting nearby enemies and such, usually not a problem.

Thanks for the replies, I guess those guys didn't like that I rejected the request and made a point of getting in my way afterwards. Every MMO I play, high level players trying to duel newbs with no abilities or gear lol.

¯\_(ツ)_/¯

you have to go inside the inn and other buildings even though the quest marker tells you that you need to go outside.
