My friend is stuck on the tutorial island.

I'm not sure what happened exactly, but there is a boat in the distance he can't swim to because of getting eaten by fish. Whenever he dies he respawns on the island, trying to get unstuck puts him in the same place. He has restarted the game, but nothing seems to work.

Has anyone else had this issue or know of a way to fix it?

Has he done the beginning of the main quest ?

He definitely needs to utilize both his quest journal (J) and the map (M). If he is following the quest steps, and looking at the map to see where he needs to go next, he should end up-- after finishing everything on the island-- at a *small* row boat right at the docks, which will take him to the boat in the distance. Has he followed the instructions?

Yeah, the rowboat had an indicator but couldn't be interacted with. Couldn't teleport or restart the quest, reloading didn't work, restarting didn't work. Nothing worked actually, he just restarted and ran through the quest again. Now he's playing the game and enjoying it.
