Just go there. If u can't you don't own it. This is obvious by the way.
The easiest way to tell if you have Summerset is to create a new character. If you end up in a mind trap then it's the Summerset tutorial. If you end up in a boat then you own Morrowind but not Summerset. If you end up in jail in Coldharbour then you only have the base game, no Morrowind nor Summerset.
I'd bet on the boat though, since it's how they rebranded the game after Morrowind was included in it (was TESO: Tamriel Unlimited before that) and you purchased it only a few months ago.
