If it's not in your DLC list in your library then obviously not.

I have heard that sometimes an eso purchase might not appear in the steam library.

Just go there. If u can't you don't own it. This is obvious by the way.

Don't bother looking in the Steam library for ESO DLC. Just check your in-game collections under Stories to see what you do have.

Chapters should appear in Steam's DLC list if they've been purchased through Steam, I have both Morrowind and Summerset in there.

The easiest way to tell if you have Summerset is to create a new character. If you end up in a mind trap then it's the Summerset tutorial. If you end up in a boat then you own Morrowind but not Summerset. If you end up in jail in Coldharbour then you only have the base game, no Morrowind nor Summerset.

I'd bet on the boat though, since it's how they rebranded the game after Morrowind was included in it (was TESO: Tamriel Unlimited before that) and you purchased it only a few months ago.
