what is the difference between moon-sugar and skooma?

Moon-sugar is a plant and is harvested and can be made into skooma or be used for other things.

Moon sugar isn't the plant, it's (like the name suggests), the sugar powder harvested from a type of sugarcane that grows in elsweyr.

The closest analogy would be sugar and rhum, if sugar had properties of opium and the resulting rhum was as potent as heroin.
