All of these separately would cost $89.97, but you already have the base game + Morrowind - so your missing items (sans horse) would cost you $69.98, which is $10.01 cheaper than the Collection.
I would not consider that horse to be worth $10, myself.
You could also purchase ESO Plus to gain temporary access to all DLC - not only those listed - for $15 / month when billed monthly, cheaper when billed every 3 or 6 months. This will also give you 1500 Crowns a month as long as ESO Plus is active. Starting around Nov. 14 (I forget exact date), this will increase to 1650 Crowns a month. ESO Plus members will also get occasional free or discounted Crown Store items beginning this month.
I highly advise focusing on ESO Plus to get the best deal, as the complimentary Crowns are worth more than the monthly price and you don't need to buy any DLC at all as long as it's active. In addition, you will be able to insanely raid any and all crates you see as you will never run out of room due to the Crafting Bag, and thus max out all your crafting lines much more quickly.
