A lot of players congregate in the Captial cites of each faction- near to the daily quest and dungeon givers. I haven't played in a few years and started the download process just now, so there may be a smaller player base if you aren't seeing anyone around town. It's not unusual to encounter only a few people out in the wilds.

Weyrest, Elden Root and Mournhold are the capital cities where a lot of players hang out. If you have Morrowind than Vivec is always loaded with people. Also there are other 'Hot Spots' where players hang out throughout the game world as well.

The best way i have found to socialize in zone chat is to create a world boss group. Usually there will be a few players in every zone who haven't killed all the zone bosses so it is a good chance to get a mixed group together. It is also a good way to learn group dynamics for later game play. Most players aren't going to roast you if you make mistakes like some will in pledges or trials and may even offer constructive advice for new players. After doing six bosses together you may go on to do some pledges or whatever. If you get no response in one zone just move on to the next.

To expand on this usually where Zone Chat is concerned the most lively Zones are the first two in each Faction. This would be Glenumbra or Stormhaven for the Daggerfall Covenant, Stonefalls or Deshaan for the Ebonheart Pact and Auridon or Grahtwood for the Altmeri Dominion. Vvardenfell Zone Chat is usually pretty lively and friendly as well.

These are the best zones to ask questions, make requests or just generally hang out in Zone Chat.
