I haven't played eso for 2 weeks and today I launched the game and discovered a new location: Norg Tzel but I couldn't find it neither on tamriel map, nor on aurbis map. What is this location and how can I go to this place?

It's part of the teaser quest for the upcoming DLC Murkmire. Talk to Concordia Mercius in Vullkhel Guard, Davon's Watchm or Daggerfall to start the questline. I suppose you can also start the quest from your collection menu (but can't test that at the moment).

Well, that's good to know. I spotted the new achievements but not the quests.

No I meant is the teaser area only for eso+? I've looked everywhere for the lady who starts the quest. Tried Stormhold, and Davon's Watch.

Same here. She just does not seem to exist.

She was on PTS Server.

She was on PTS but, at time of writing, she isn't on live. You can see her horse waiting for her by the Wayshrine:)
