Map of Balmoral and Quests

I cannot find Caius Cosades on my in game map, nor can I find the Southwall Corner Club and my map does not match up with the one shown in the attached (in fact I'm missing half the streets). https://mwmap.uesp.net/?locx=-15705&locy=-14695&zoom=17
I also can't start the questline that Caius gives, nor find any of the other quests that are supposed to be available. I have finished the Morag Tong questline as well as the Vivec one and perhaps this makes a difference?

The map that you linked is from The Elder Scrolls III: Morrowind, NOT the Morrowind DLC for ESO. (It's a different game)
